Industrial Revenue Bonds
Industrial Revenue Bonds are available to provide manufacturing companies, distribution companies, and corporate headquarters with financing options on fixed assets that are below market price.
These bonds, also known as “Act 9 Bonds” in Arkansas, are designed to enable companies to purchase land, buildings and equipment in order to expand their operations.
Taxable Revenue Bonds
With a Taxable Revenue Bond, the company that is backed by the collateral of the project and the corporate guaranty of the company may issue taxable bonds. In the case of the city holding the title to the project that’s on a financing lease, there will be an opportunity to negotiate the property taxes for the life of the bonds.
General Obligation Bonds
Businesses can obtain a General Obligation Bond to finance land, buildings, and equipment. In order for the bond to proceed, the local residents vote on a property tax or local sales tax to retire the bonds. The interest paid is then tax exempt.
Pollution Control Bonds
Pollution Control Bonds, made available through the Arkansas Department of Environmental Quality, assist industries in financing pollution control. This is done by municipalities and counties issuing special obligation revenue bonds which are not a state debt and don’t require voter approval. These bonds mature over a maximum of 40 years.
